At the moment it apparently works like this:
- When entertaining, taxing or getting resources, things are distributed piece by piece among every person.
- An example: The entertainment limit of a region is 1000 silver. Unit a with 90 persons and unit b with 10 persons both have the ENTERTAIN order and enough skill levels to both earn 1000 silver. Then unit a earns 900 silver and unit b earns 100 silver.
- When recruiting the distribution is among factions':
- Units a, b from faction A and unit c from faction b each have the order RECRUIT 10. The region, however, has only 240 peasants for a maximum of 6 recruits. Then a recruits 3, b recruits nothing (the quota for faction A has been used by unit a), and unit c recruits 3 persons.
- Sometimes this behavior is not exactly as expected due to rounding errors, unexpected interactions, or just errors in the code. It is unwise to bet your life on it.
